Department of Social Welfare and Community Development

The Department of Social Welfare and Community Development is made up of two Units decentralized under the District Assembly and it is headed by Mrs. Martha Gmanyami and a unit head, Stella Tanya for community development
Its mandate is to work in partnership with people in their communities to improve their social and economic wellbeing through promoting development with equity for the disadvantaged, vulnerable and the excluded.
CORE MANDATE

The mandate of Social Welfare unit is achieved through three (3) main core programmes namely:

  1. Child Rights Promotion and Protection (C.R.P.P)
  2. Justice Administration (J.A)
  3. Community Care (CC)

(1) CHILD RIGHTS PROMOTION AND PROTECTION
This aspect accounts for child related issues such as child maintenance, custody, access, family reconciliation, child abandonment, child truancy among others.

(2) JUSTICE ADMINISTRATION

This programme seeks to handle the legal aspect of the work. At the district level, it deals with children in conflict and in contact with the law, probation services and writing enquiry report for court upon request.

(3) COMMUNITY CARE

This programmed is responsible for rehabilitation of Disabled Persons into the mainstream of society. The program also deals with registration of Non-Governmental Organizations (NGOs) and Community Based Organizations (CBOs) as well as rendering services for destitute, poverty alleviation through LEAP, hospital welfare service etc.

OBJECTIVES
SOCIAL WELFARE UNIT
1. To identify and register Persons with Disabilities (P.W.Ds).
2. To handle family welfare cases
3. To investigate and solve child related issues.
4. To assist both the Family Tribunal and the Juvenile Court to resolve cases.
5. To inspect six (6) Early Childhood Development Centers once a quarter.
6. To submit Social Enquiry Report to Court (Family Tribunal and Juvenile Court) upon request.
7. To register and supervise NGOs and CBOs.

COMMUNITY DEVELOPMENT UNIT

  • Home visit
  • Supervision and monitoring on water and sanitation issues
  • Home science extension services (Women’s Work) Adult Education (Study Group Meeting)
